I'm not sure that your perception of theories can be so universally shared as many (including myself) would contend that no set of perceptions can be entered into theory until their relationships have been tested as a hypothesis. Such is the scientific method.
I know where you're coming from but my view is that ultimately all theory is hypothetical since the possible sets and classes of observation are inexhaustible. Such is dialectic.
