That's an interesting function.
I also wondered if a check box for off topic could be on the posts that the OP can check. Then the query for the thread could have 'on topic' and 'all' buttons. Maybe the default link is all and another is the on topic. The on topic is then based on the OP belief. This of course is more work then the mentioned idea due to DB fields, query and html changes.

Could also be looked at as incentive for people to contribute worthwhile discussion instead of incessant trolling to create drama, or derail a thread because they don't feel the conversation 'should be happening'

Well....my opinion. I tend to formally ignore people because I want to filter only their posts. If I start a thread, there's the remote chance other people participating in it just might appreciate or like whatever dumbfuck stupid shit the ignored person might post.
As long as I don't have to see and read the ignored person's posts--other than quotes--I wouldn't mind if they posted in one of my threads. It isn't like I start real deep introspective topics anyway.

While a lot of members do not want to see rules and regulations and *forbid* Not one thing that would make this place looks like ATS, you can't make a fucking omelet without breaking eggs or make changes without hurting some members feeling.
Give an inch, they'll take a yard, that is what i've seen here. Trolls is one major problem and I would agree to give trolls a time out if not an outright ban. But if this were to occur, some members would come to an uproar, trying to define what Anarchy is, have a tantrum and then leave.
I have to admit that personally, I have no clue as to what Anarchy means but if it means AmKon, it is a society in which I would not desire to live in. I come here for the people and the few "friendships" that comes along, not for the fucking drama.
For me, Anarchy also means that if someone eggs me long enough that I also have the right to hunt them down and beat the shit outta them. When someone feels they have the freedom to troll me, feel that I have the freedom to either ignore them, take it up the ass or rip them a new one, either on a board or in real life. It's not because you are behind a keyboard that it means that you are safe from any rebuttal.
This community was formed and based on Anarchy and it suited very well in it's infancy but as it grew, it also attracted trouble makers.
You can't make an omelet without breaking eggs, someone will have to grow a pair and stick to their guns or let it go free for all.

The Internet has ushered a new age of communication but it also seemed to have nullified an age old concept, no consequences for the actions taken by some online individuals and AmKon is the perfect enabler for those individuals.

This is the best skunk and I could come up with...
I think its better than allowing users to moderate their own threads (delete/edit other people's posts)... or having a 'penalty box' like with the abbatoir stuff before...
there was also talk of the new 'penalty box' being a global ignore for a few hours or something... but... I kind of like the idea that the power is in the hands of the membership... and they don't have the ability to modify what other people say...

a month or so ago when I made it so admins could ignore users... In the interest of fairness, I also made it so users could ignore Admins...
so the admins aren't above this... its not like we're from the outside looking in or anything...
If you ignore skunk cause he's a pompous asshole... or BK cause his capslock is stuck.... than they can't post in threads either... :)
iif someone has you on ignore.... does the system show that on the post?..... so the person knows he/she is being ignored?

I have found that most here are knowledgable and friendly group and I tend Just to ignore posts anyway.
Having no baggage with any one in particular, if I start a thread no one will be ignored,
Now if the thread becomes interesting and is way led by trolling, I then become the moderator ?- that would be my understanding, do i then ignore people through a PM request.
I am not against this but feel that newer users (possible others) could be manipulated or be forced to take sides. So it if such a scenerio is arises, would it be possible to have reference note (this thread is too long) that someone could be pointed to, outlining the pupose and context of the proposal.

Personally, I would never use it, but I understand the point of it.
I really don't think anyone here would use it on a permanent basis, but I could see situations in the future where someone might want to use it temporarily, for example the Hissil incident.
It got to a point where everyone should have just ignored him, but that was too hard to do, you saw what he posted and many were compelled to respond. Had this tool been available at the time, he would have quickly got the point and probably left on his own in short order.
It is a choice to go into a stupid thread and goof around, or go into a research thread and participate with some valid input. I agree there have been serious threads derailed and then they just eventually stop and disappear.
Maybe rather than using the ban tool, if there was some kind of Icon to denote that it is a serious discussion, the long time members here would just respect that and do their other shit elsewhere??
