While the specifics on the phenomenon require further research, repetition and independent achievement of the same effect would say that there is definitely something going on here.

I can't help but wonder if because of the unique nature of the electron sharing between the atoms of a water molecule if it isn't somehow more receptive to the effects of quantum foam. Varying densities have been measured within the quantum foam, which I believe are attributable to the effect of the observer upon the system in ways we do not yet fully appreciate. We already know that quantum foam ceases to exist when it isn't being measured...
