The coverups don't surprise me. As the one witness said in the film, "CYA".
I think the soldiers are not only on the front lines to protect our countries, but are more than likely being used as lab rats for this so-called 'flu shot' that was being written into one fellows medical reports, as a last minute decision when the military's back was up against the wall. They had to write 'something' in the files...just to shut people up.

What better way to try out their tests. Order the guys and girls to stick their arm out (to which they'll comply...blindly follow instructions). They won't question too much what's going on.
But try that shit out on the civilians and see what happens.
