Most countries have an excepted age of responsibility. Which varies greatly between countries, the lower in a western country is 12 I think, but that is just sick. Children don't just steal, unless they have cause to do so... What was the cause?

If you were to steal bread I doubt the prison sentence would be very harsh.

Heck, it might even amount to a fine. Who knows? But anyway in pretty much all western countries stealing anything is a criminal offense.

And to be honest I don't think a small jail time is even comparable to getting your arm run over.

Sort of devil's advocate here. As dk has said, it is up to their own to stand up to their leaders. This kind of thing has been going on forever though. Nothing new. Does anyone remember the series "Faces of Death"? They have a whole episode dedicated to punishments for crime. They actually show people's hands getting cut off for stealing.
I wouldn't doubt it if this kids parents told him to steal. Isn't that how a lot of these situations work? Just like using kids to bomb. So what happens to the parents? Nothing I would venture to say. We can bitch and complain about this, but has anyone noticed how the "interrogation" methods at Abu Grhab have sort of been swept under the carpet? Nothing has really been done about that. Why are people not so up in arms about those images anymore? And those were acts committed by Americans. Is it ok for us to do that but not these people to punish this kid in their own way.
I am in no way condoning this at all as if it was my kid, I would be smashing some skulls. I just want to provide the other side of the coin.
